it means just that, they like you as a person and care about you some. but are not ready to commit to loving you and possibly spending thier life with you.
simply put it's a way of keeping it a little less serious with out totally blowing off the relationship

in a twisted way, its like family love.. but since your not family, yall get jiggy too. but it means they want to see you happy, will stand up for you, will help you out when needed, etc. they will always look out for you, but there could never be a serious relationship.
