These are called "surface piercings". It is essentially what you do to your eyebrow. The reason a lot of places won't do them is because of how prone they are to infection and migration. More than likely it'll get rejected within a year and leave terrible scars. Also, if you have it in such a "touchable" place like your wrists, you run a higher chance of people bumping into you, etc. You can also get it snagged on clothing pretty easily and tear it out.
If you're gonna do a surface piercing, I'd recommend something like the eyebrow first to see how long it takes for your body to reject. This will also give you a clue as to how long it takes to heal and if you can remember to be careful around the piercing.
As for the neck surface piercing, this is one i've always wanted. I decided against it because of hair and hair products. When my hair was long, I was worried that the hair would get caught in it and I'd pull at the piercing. Now that my hair is short, I use all shorts of products and I'd more than likely get hairspray all over it (that wouldn't be fun).
If you plan to do it, good luck and be careful. The wrists are pretty visible and if you end up with huge scars people might just assume that you were suicidal at one point and tried to slit your wrists.

The bar is not bendable. It's a straight bar just like what you'd put in your tongue. Same for back of the neck.
Mine did not get infected, but I took car of them well.
If you get yours pierced and it starts to get infected, use a bowl of warm water and some sea salt [you can buy it from Trader Joe's or whatnot] and let your wrist soak for a good five to ten minutes every other day for 4-6 days. This will help to heal the area.

No, i know someone that has it though. She also has her back peirced, worked out just fine for her. The only surface peircing I have had was in my chest, like right in the middle of my cleveage. I loved it, but I had to take it out, because it was migrating.

why would u do that to your skin. if u want piercing just keep it to your head (ex: ears, brows, nose, lip) or belly button, but anything else is just way too extreme and risky. i'd go with what the tatto parlour said and not do it.
