Anything intimate that you share with another while dating someone else is cheating. Just because it's not physical doesn't mean it's not an affair of the heart. Physically cheating is just the obvious, so yes oral is definitely cheating.

Bill Clinton in my opinion was never a rational person to begin with, however-I do believe that all things considered that yes-oral was cheating--it is considered a sexual act.

Of course it's cheating. I'm not of a highly moral standpoint or anything, but if it involves a part of the body that's highly personal and excretes or recieves the genetic material to create a child, it is sex. Regardless of whether that genetic material is swallowed or not, it is sex, damn it. I hate when people don't consider it cheating if there's no penetration. When I'm with a girl, I want her to swallow my load, not somebody elses, at least for the time that we're exclusively seeing each other.

I would definitely consider it cheating if you get anywhere near someone's else chotch. However, what Clinton did was by no means cause for impeachment. If he did something really bad, say, led troops into an unwinnable war under false pretenses, or wiretapped innocent citizens and didn't tell anyone, I'd ask for his resignation.
