I lost 3pounds over the past 2weeks but stayed the same fat percentage (I work out 30minutes-1hour a day) what gives?

it's probably just water weight. could be anything.

Maybe you are not eating enough protein? Or maybe your scales are just not very accurate. You should lift weights every day either, you need to rest for at least 24 hours in between sessions. You should do cardio on the alternative days. HTH : )
