I think it was Pearl S. Buck, but most places where I look on the Internet attributes the quote to someone else.

I need the definitive answer, not just conjecture or common opinion.

Robert died in 1894, and Pearl S. Buck was not born until 1892. He is the earliest that I found on many websites that has been attributed to that quote. I was unable to find the exact year he said it.
