A good economical city car would be any Honda, Toyota or even Nissan. Problem is find one at 4-5,000 its going to have 100,000 mils plus or its 10 years old with low miles which can be scary too. A good highway car in my opinion would be Ford Taurus. You should be able to find one in that price range with plenty of life left. Look for a 2000 thru a 2002 model year. Make sure timing belt and water pump is changed and these can go 200,000 miles easy.
