I would suggest that you visit the EAA website http://www.eaa.org/ it is an organizations of experimental aircraft, they will have everything you need to know about ultralights and homebuilts.

There are several Monthly Magazines devoted to both Ultralights and Kit Planes. I don't curently have one handy but do a Google on Kit Planes and another on Ultralight aircraft should get something.
