i got him october first and he's only recently started the dumpster diving. i have tried spraying him with water when he isn't looking and such, but he really doesn't care about getting wet. i heard that cats hate citrus. is it true that if i put like a orange peel in there he won't go in there anymore? any other suggestions??

I had trouble with my younger cats going through the garbage for a time. I got garbage containers with lids that would latch down. They gave up eventually, and now I don't have to watch them much.

Clean your house. Take out your trash! And yeah, talk to the cat.
