i go to control panel then press user account then i press the user account i want to delete and it says delete files or keep files so i press delete files and the it says program not responding and feezes every time i do this to every account

Have you tried right clicking on the start bar and going to explore and highlighting the account you want to delete on that left margin bar and right click on that and hit delete?
