I don't think she needs a tetanus shot, that is usually for when you break skin on rust, or metal type objects. I do know that there is actually something called cat scratch fever, from dirty litter boxes and cat scratch you. I would clean it up real good and then use the peroxide, some people don't agree with peroxide say it is bad for you, used it all my life and grown children us it too never hurt us! Just keep treating it and make sure there is no infection and she will be just fine, kids are resilient!

If she's up to date on all her routine childhood vaccines, it includes a tetnus shot, so she doesn't need one. The tetnus shots that people get after they get a bad cut are booster shots. Kids get booster shots ever five years, and adults get them every ten, but if someone isn't up to date then they're still effective if given just after an injury.
The cat is a pet, so presumably she's healthy and has had her rabbies shots? If the cat hasn't had rabbies shots, then your daughter needs them, and you should take her to a doctor right away. Otherwise, just watch the cut for any sign of infection as animal bites of any form (even a healthy one) are particularly prone to infection because the saliva is full of bacteria. If you cleaned the cut carefully it will probably be fine (especially since it wasn't very deep), but you should still keep an eye on it.

I'd also add using polysporin to help it heal. And keep your daughter away from the kittens for the next couple of weeks. The mother is very protective and you don't want a repeat or more serious incident.

Off my head, i'll say-YES! but if her shot records are upto date and within the last 6months she had a tetenus shot, then no. But take any form of bite very seriously
