First you need a scanner. Your scanner comes with the program that it will use to edit your photograph. You will be saving the 'new and improved' picture unto your computer. Than you can print it on photo paper. You can do it:] It's fun.

Some photo developing shops have editing services that fix old or torn pictures.. you can use adobe photoshop if you want to do it on your own.. tools in the program like airbrush, heal, blur, copy, etc. are useful.. but its not as easy as it sounds.. its fun though, once you get to restore photos that are very important..

You can scan your pictures and then try and fix them using Adobe Photoshop. If you know a professional who can help you out, the outcome will probably be better.

You can try to do it yourself on Photoshop if you have a scanner and a WHOLE BUNCH of paitence.
Mostly any photography shop can repair them. Also Walgreens can repair (and also digitally edit) your old pictures.

You could take them to a photo store to have them fixed but it would probably cost you a ton money. You can repair them in Photoshop.
