If you continue to prank call that person it would be called, Harassing phone calls or criminal harassment and you could be charged criminally.
Here in Canada we have a phone feature called *57 that put a trace on the incoming calls. Police can get this and use it to find the caller.

If you keep harassing someone, yes, and it depends to on what kind of prank you did. Some people don't think before they do things, and some pranks can cause serious problems.

Yes, you can. When I was a kid, I pranked someone, and like a big dummy I left the prank on their answering machine. The police took the tape to my school, played it to my asst. principal. He told them it was me on the tape.
Then I had to go to the station with my parents, they played the tape for them while I was in the room. ( talk about humiliating )
Don't do it. It's not worth it.

In California you can. The law in this state that address harassing, threatening or annonying telephone calls is PC 653(m). It is a misdemeanor and, in theory, one phone call is sufficient to complete the crime.
Here is the text of the section used for harassing calls.
653m. (a) Every person who, with intent to annoy, telephones or
makes contact by means of an electronic communication device with
another and addresses to or about the other person any obscene
language or addresses to the other person any threat to inflict
injury to the person or property of the person addressed or any
member of his or her family, is guilty of a misdemeanor. Nothing in
this subdivision shall apply to telephone calls or electronic
contacts made in good faith.

You don't go to jail
But you can get in trouble for doing it -Depends if you were pranking the emergency services or your local chinese take-away, one is more serious than the other - Unless the owner of the chinese take-away knows who you are personally! lol

no but you can get an appearence ticket. Even if ya didn't prank call someone and someone accuses you of doing so you still can get an appearence ticket

If you do it often enough and they complain to the authorities, they will tap the line to find out the source of the prank calls.
