You should be able to find studs through some of the other things mentioned and breeder.net.
Do you have an opportunity to attend any dog shows? You won't want to breed your female until she is close to 2 years old, or after. If she's young you will have lots of time. Of course, you want to take lots of time so if you miss the next heat you can try for the one after that.
Anyways, attend some dog shows and then talk to the breeders and owners after they have shown. Tell them you have a female and are looking for the best stud for her. The people you talk to will be able to ask you very specific questions regarding her look and temperament and will be able to tell you what you should look for.
Keep in mind, you don't want the best stud, you want the best one for her. You need one that will compliment her features and would be most likely to bring out desired traits.
If there are no dog shows, see if CA has a CA breeder's association. I am in one in our state and it has strict guidelines and they can direct you to good breeders with high standards.
Contact several of them and get to know them, what are their rules, etc.
One thing to watch for is, if your girl has one or no pupppies, will you get another try for free? A good breeder will guarantee two healthy pups from the stud service and if you don't get that then you get a do-over. If they say, no- you only get the one chance, then do NOT use that breeder.
Also, if you can find a good stud owner to mentor you it would be really worthwhile. When I started out I had a few people that really helped me learn a lot and I have since done the same for others. If you find the breeder to be too snooty, run.. fast. Not worth the hassle, trust me.

I doubt a good breeder would sell their stud services to a pet owner. AKC does not equal high quality, it just tells you that your dog is a beagle, not a mix. If your dog is well enough respected in the beagle world, stud dog owners would be contacting you. There is no such thing as a 'perfect' stud. Dogs are bred together in an attempt to create puppies reflecting the preferred characteristics of the dam and sire. You will not find a stud that is perfect in every respect, especially if you want to breed a pet to it. The owner would not let your dog anywhere near it.
Take a look at all the homeless beagles on petfinder, then decide if you really need to breed your pet.

Look for a stud that has charastics that will enhance those of your dog.
If you dog is on the small size look for a larger stud dog.
You want a dog that will help to better the less than desireable traits of your dog. You are looking to breed pups that fit the breed standards.
Look for a finished champion and one who has had all the correct tests for your breed.
Start with the AKC web site or your national breed club.
If you are looking with AKC or the breed club make sure your dog has earned at least her CH title otherwise no one is going to be interested in breeding their stud to your dog.

If you were actually trying to be an ethical and responsible breeder, you WOULD NOT need to ask this question. Your dog would already be working towards a confirmation title and you would already be connected to other reputable breeders who are interested in your dog.
If your dog isn't a fine example of the breed and you have not been working toward a title to prove it, then NO reputable breeder is going to give you the time of day. They are VERY picky about the dogs they stud to, thank God.
Since it's apparent that you AREN'T doing anything in the way of proper showing, then you are well on your way to BACK YARD BREEDER status and going to do nothing more but add to the pet over population problem.

Join you local Kennel Club. They will help you with any questions you have including but not limited to how to find a good stud dog. They will help you learn what is involved with breeding. They will help you look for an appropriate stud dog. They will teach you what you want to look for and what you want to stay away from.

Are you planing on breeder her again, or just the 1 time? If you plan on more than once I would buy a male and by the time she is ready he will be old enough.
