Top Flite makes better golf balls than clubs.
And yes, you do need to have a starting set to feel for your swing and allow yourself at least a year or two before getting serious in changing your clubs.
If you're paying more than $150, there is another choice, Wilson PowerSource, 17pcs incl. bag for $140 here:

Also get yourself more balls and gloves...those are consumables that would cost you quite a bit in the first 2 years. For gloves, if you play with your right hand, you wear glove on your LEFT hand. In usual glove term, it would be MLH, meaning "Man Left Hand" and of course you need to pick up the right size.
It seems also that you're a frugal shopper, I'd suggest you not to spend more than:
1) $150/clubs
2) $0.5/ball
3) $5/glove

What a GREAT DEAL...less than $200.00 for irons, woods & a bag!! I currently have a $200.00 bag, $100.00 putter, $500.00 irons & 500.00 woods = $1,300.00.
Here the information found at the website listed below:
"A solid, 16-piece Top Flite Pro Response golf set featuring a 460cc forged oversized driver that offers more distance off the tee. Easy-to-hit 4 and 5 irons that replace traditional hard-to-hit long irons. And a solid set of 6 - PW irons that get you through the course in as few strokes as possible. Includes a durable nylon golf bag, three head covers and one rain hood."
If you're a beginner, the cheapest golf ball is the best. You're going to lose alot of golf balls until you become a single digit handicapper, so concentrate on price rather than performance.

Buying clubs like those is not a bad idea you can get them at k-mart or a sporting good store. What you should do if your beginner is get a old set of blade irons no cavity back get some new grips it will improve your game and there usually cheap.
Top flite spualding arent very good clubs today there made cheap
go with Wilson and many other clubs from the eighties there easy to find at pawn shops or Garage sales. But don't compromise with your woods get some knock off woods at kmart.

the longer you wait and the more clubs you hit the better, but the set should be OK. The problem is if you play a lot you will want different set after a few months. You need to play about 15 times before you know what you want

It's worth its price, but that doesn't make it a great set of clubs. It's fine for a beginner wanting to know if they will enjoy golf.

None, now. However, a few years ago there were a few golfers on tour who used Strata balls, which were made by Top Flite

Do you like them, do you think they are worth the price?
Golf is pretty individual, you play with what suits you not what others think you should have, especially when you start.
