Sometimes, people seems to do that, even if they know that someone is in another relationship , they are trying to flirt anyway to see if the person will leave their partner for them ...is it the way it has to be when you are single ? isn't the woman to determine if she will let you flirt with her or not ? what do you think ?

NO. This is completely immoral.
-Why do you want someone who would leave their partner for you, since they would obviously do the same to you?
-It doesn't matter if the other person accepts your flirting or not. You are still trying to take what doesn't belong to you, same as if you tried to walk out of a store with an unpurchased item while the clerk watched you.
-This is NOT the way it "has to be" when you're single - there are PLENTY of other single people out there for you to flirt with.

If you really care for this person, you can let them know, once, that you would be interested in pursuing something if/when they ever broke up with their partner. But more than that is simply unethical.

I'll tell you this EVERYONE no matter what people will say in response to your question likes to be flirted with it makes us all feel if only for a second a little more desireable or attractive. The last time I was out with my husband a guy was flirting with me, I didnt even notice Im kinda lame in that area. My husband approached him asked him to stop the guy told him he was harmless and my husband told him if he didnt stop not only would he be harmless he'd be toothless. If you know someone is in a relationship respect them and dont flirt!

You're playing with fire.

Imagine you have a girlfriend and this guy is flirting with your girl. How would you feel?

If she plays with you, can you really trust her once she breaks up with that guy to be with you?

I wouldn't. You probably heard a saying..."Once a player always a player."

i think its sltutty to flirt with someone hwo is already in a relationship ...if you like em be their friend and wait for a chance but dont be a prick and break their but thats just me
