Making time fixed, or does time flow and consciousness fixed?

Time spins, in cycles. Consciousness is a vehicle and therefore moves in a different way. Although, you can 'step out' of the spin of time and it will seem to stop. and you can set the machine on idle and the mind will be still.

Good question. Consciousness is the flow of time, yes.

In the still center of gravity, time stops.

Mind is Reality

In my opinion time is the linear movement of experiences. Awareness of time can move fast and slow, depending on the circumstances. Since we are always in the immediate now it would appear that time is simply an illusion.
