I downloaded it yesterday, and since then, my cable connection has been acting more like dial-up.

It doesn't slow your connection, but some of the add-ons can slow the browser.
If you have toolbars (MSN, Yashoo, Google, etc) remove them.
Then reinstall the toolbars you want. You will get the updated versions and may run better.
You can also disable some add-ons that may slow IE7 by clicking the third box (at the bottom right of the browser window) and disabling un-needed add-ons.

I downloaded IE7 not too long ago. Internet Connection was the same. I couldn't get used to the buttons on IE7. So, I downgraded to IE6.

it didn't slow MY internet connection down, probably because i wouldn't touch internet explorer even if you paid me.

my web speeds have been fast and consistent every since i ditched internet explorer 4 years ago and started using firefox:
