What's good and what's bad is relative. For example: If the consequences of an action are typically death, then it's a good indicator that the action is intrinsically bad. If the action is performed in a way where the consequence is death to only people who are intrinsically bad, then more people will make take exception. Electrocution and the death penalty is a good real-life example. Electrocution is bad, but when electrocution happens to somebody like John Wayne Gacy (I know he was injected, it's just an example) then there will be fewer people who will think it is intrinsically bad.

A good question, seeking insight, and understanding one's relationship to other Life through action and consequence....

My answer....No, consequences are one of the determining factors....but are not outright irrelevant....sometimes an action is calculated to cause the least harm and this can be considered the most relevant, as all actions carried out due to decisions will cause some harm to somebody in some form or other...this is the nature of interdependence...

Good question...well done....

Peace....

That is hard to say because sometimes the consequences are immediate, and sometimes they take years and years to reap.

Sometimes 30-50 years later,
a person could look back and say, If I only didn't do that one really bad thing,
or if only I said this, or what would life be like if I didn't or did do that.

But intrinsically good or bad, I would have to say that it doesn't matter, as I believe there are absolutes.
I don't think if you got away with murder, that means it was OK.
So yes, consequences would be irrelevant.

I think consequences are the only way to determine if an action is good of bad. How else would you judge?

Yes. It is not the consequences that should motivate us to do or not to do a certain thing. It should be the individuals' motives and the actions' impact on others that determine that.

"Neither fire nor wind, birth nor death can erase our good deeds."

What actions are percieved as is everything. If a good decison is made, than those events that follow it must be percieved as good.
