I have a picture on my computer that I want to edit so that she isn't there anymore,how do I select that person and replace it with someone else?

You can't, without knowing photoshop better. Remember that a regular photo isn't layered, so if you remove that person, there is just white space where they were.

Depending on the photo, a person skilled in photoshop can remove the unwanted person and fake in the background where they were. Putting a new person in is even trickier, because the lighting is rarely the same and it is tough to make it undetectable.

This would really depend on the background of the photo. I have only had success doing this when the background was a simple color (like professional photos) or by replacing the backgroup entirely. It's very hard to match the lighting when working with home photos.

Basically, it can be done but not without a lot of effort by someone that knows PS tools.
