how or where can i find a program that updates a persons picture from 2 years of age to 5 years of age

There is no such thing. If you want a picture of your niece at 5 years old, you're going to have to ask her parents for one.

police usually use the age enhancement thing, i don't know if the software is available for the public because no one would buy it.
