I wouldn't tip them. They do not perform a service to you personally. It would be very unusual for you to do so; I've never heard of it being done.

This whole tipping thing is getting out of control. People have jobs. They get a salary. They work under a union contract, with nets them regular raises and other benefits. Can anyone give me one good reason why they should be tipped? Do you tip your doctor? Do you tip the guy who comes around reading the gas meter? Do you tip the cashier in the grocery store? or the teller in your bank? Then why should other people get tips?
The restaurant owners have a real scam going -- pay rock bottom wages and let the customer make up the difference. I would rather they charged a bit more for the meals and gave their staff decent salaries. The pricier the restaurant, the worse it is, and I think it's time to rebel.
Tipping has spread like a cancer through our society and now I'm seeing debates about whether you should tip the woman who owns the beauty parlor where you get your hair done. Give me a break! Let's follow New Zealand's lead, where tipping doesn't happen and service is much better for it.

i don't think you're necessarily supposed to tip garbage men. but that's just me

my general rule is, if they bring something personally to you, or provide a service directly to you, they get a tip during the holiday. mail carrier IF they're the kind that bring your mail to your doorstep (very rare where i live, nowadays its just drive by and stick in the mailbox through the car window). other parcel services (fedex, ups guys that come to your door). any other people that come to your house regularly, gardeners, pool cleaners, etc. the garbage man barely steps on to your property, and like you said yourself, you never have even met them. you even take the can down to the curb for them so they don't have to walk away from the truck. THEY should be tipping YOU, hahahaha :)

I try to leave them x-mas cookies. I always leave them a soda or cookies every week. I put it on the lid of the can in a Ziploc bag. Just a little thank you.

They are civil servants.
I work for the government and we are not allowed to take any money or gifts from anyone. This will cause us to loose our jobs.
