JALAMA BEACH!!!! an hour west of Santa Barbara. 1st come, 1st serve.. No reservations needed. super clean, and lots of old school, long boarders...

Trestles Beach at San Onofre State Beach (just north of San Diego) is probably your best bet for great waves and a clean campground without having to travel too far, assuming you're starting in LA or San Diego.
