Your question was answered by the previous people, but I just wanted to point out that the Bible doesn't say how many kings there were.

They were not kings they were magi. The magi were the learned men of that time and were advisers to kings. These were actually astrologers and the scientists of the day.

What made this gift from them so special are 2 things.
Since they were not kings their gift was more than likely given at great sacrifice and at the limits of their ability to give. Secondly the bible claims that "the truth" of events or happenings has to be witnessed by 2 or more people in order to validate that it happened. It is so awesome that God used the most respected group of people in that day to verify the truth of the birth of the messiah, His only begotten Son. This is even more credible than if the Jewish leadership had verified the truth of this event, which they didn't. The fact that the "wise men" went to Jeruselum first established their credibility, Herod saw to this. The veracity of their later claim to have met and seen the messiah is accomplished by the fact that they returned home by another route, minus their gifts.
