The MExican Gov. is corrupt and always has been corrupt. The mexican Gov owns almost everything. Oil, natural gas, are all gov. owned. They, those in charge, like the status quo. 10% well off, 90% poor. The 10% are mostly castilian, decendents of white anglos from spain. The 90%, decendents of mixed blood, spainish, black indian, aztec. THe 10% look at the 90% as scum, not worthy of higher status.

Because the balance of rich people and poor people is so unequal it's rediculous. Setting up an economy that supports a middle class would be the only effective method of help.

if we turn that question to global terms, the developed world keeps taking advantage of poverty in the underdevolped world. The responsibility to fight against poverty does not have borders, is the responsibility of humankind. Of course, those who are closer to the poor should be the first to act. But it is very hipocrytical to criticize the wealthy in mexico, when the us wealthy go there to benefit from low wages.
