The picture was part of msnbc picture stories and 5 men were sitting under this 30 foot high poster of Iranian cleric Akbar H. Rafsanjani whic was behind them.

When I was a lithography student, we visited a very large printer that would inkjet paper on a roll. Each roll was about 4 feet tall and very long. It was used primarily to make roadside billboards in segments, about 4 , 4 footers, one on top of the other would make a 16 foot tall billboard and at any length you wanted. Bottom line, you can get one any size, all depends on your wallet.
They could also be hand painted, lots of muralists do this on buildings.
