If you are planning to be reincarnated for a couple of billion generations, then you have a lot of time to decide, because total melting of the ice caps won't occur until the Sun expands and vaporizes the inner-most planets.

Anyplace that is now a few hundred feet above sea level, because that is how much sea level will rise if all ice everywhere on Earth melted. My home in Austin, Texas is about 500 feet above sea level and would still be dry if all ice melted.

If it ever happens you'll be dead so don't lose any sleep over it. The temperature of the earth would have to rise about 30 degrees for it to happen. That would be a long long time from now.
