Well, first off, this probably shouldn't be in "Politics and Government> Military" but well,
A flat tire can be fixed sometimes, depending on where the hole is. They are usually not expensive to fix, But getting a New tire or set of tires (you're better off with the latter) is not cheap at all. Alloy wheels won't make a difference, it's your tire they'll charge you for. You don't need to get a new wheel to get a new tire.
And always make sure you have a working spare....

If you have a spare it must be legal as well as those on the car corners.
You pay for the tyres not the wheels and If yours are "Busted" I expect that they are not repairable so new tyres are required.
If Military Tyres are required as in the category you have put the question in then you could be paying a £1000 a tyre or more. If an ordinary small car then £50 per tyre should do

Punctures can only be fixed if on a flat part of the tyre(tubeless).
I will cost £10-£15.
Don't have a tube put in...buy a new tyre if need be.
New tyres £30-£300 all depends on the tyre.
