I don't really know! Maybe people don't look hard enough. Maybe the baby pigeons are hidden in nests. This is a pretty good question, but how often do you see any kind of baby bird? I don't see them very often!

Pigeons are like all birds, by the time they have enough feathers to fly, they look almost as large as the parents---usually, the only way you can tell the babies after they leave the nest is because their colors are not as bright as they will be, by the end of summer..Birdman

Because they are kept in the nests and once they leave the nest and are ready to fly they are about the same size as adults. Baby pigeons who are not ready to fly will not leave the nest so that means they need full grown wings to leave the coop.

you do but you don't realize it cause baby pigeons don't look like adult pigeons. you just mistake them for other birds.

Because they are rats with wings. Rats grow a cocoon, and then transform into adult pigeons.
