My fiancee and I are naturists, and we keep seeing ads on TV (Nivea particularly) with similar ideas to the Spencer Tunick photos - does anyone know how can we appear on one of these?

Yes, go to Niveas advertising agency and find out who books their models. Contact the modeling agency. Submit a portfolio. Wait.

Those are body models. Get a modeling career going and maybe you'll do one of those ads.
