Because he doesn't realize that he's dead yet so his mind re-creates his experience when he was alive and that includes physical objects around him like his clothes, helmet, and bike etc....

Never mind the rider in the movie. Keep your helmet on your head where it belongs. All sort of things can go wrong once you've fallen off your bycicle and banging your head on the road or a curb shouldn't be among them.

Imagine flying off and hitting your head. With the helmet you might stay conscious and get off the road before something rolls over you. Without the helmet you will not stay conscious and you'll get smooshed for sure.

Here in Spain we've had a few cyclists killed by the wing mirrors on delivery trucks as they pass by. A helmet would have made a certain death into a possible death.

As to the rider in the Sixth Sense, he could have been run over by a second vehicle after having an initial fall or crash with another vehicle.

Please, also wear one of those neon colored reflective jackets when cycling in the evening or at night. As a driver, I have to say cyclists just don't show up till they're right ahead and that can be too late.

Cycling is a beautiful sport, a healthy sport. Don't muck it up by bad safety practices.

It is like this, a blow from a car moving at 50 MPH with nothing on your head will cause it to crack like an egg tossed from a 4th floor window.
With a helmet on you at least have a possibility to avoid catastophic trauma. In short the helmet may not keep your head from being cracked open, however without one on there is no possibility at all that you can avoid the injury that will end your life.
