He sounds bored to me.
Get him a lovey (a stuffed animal) of his own - dogs love to tear them up to get to the squeeker. Also, consider picking up a "Kong" or 2 - Any petstore has them. Before leaving the house, stuff a couple of larger bone treats within the Kong. Will amuse the dog for a while and probably keep him from feeling so hungry when you come home from the store.
As for the underwear... I had a dog that would do that when I was a child. Mom would insist that I put my laundry in the hamper (with a lid). Put a stop to that.

do you mean King charles or Cavalier king charles? They are 2 different breeds.
The dog has dominance issues which need to be resolved firmly and kindly. Ask the rescue centre you got him from for help and advice about dominance training and in the meantime put the underwear away either in a drawer or laundry basket. It isn't rocket science.

Put the underwear where he can't get it. Don't have him in the room with food bags on the floor.

I'd start with not leaving underwear and food where he can get to them. He puts a high value on these items and sees them as his. When you try to take it away, he guards them.
Also, I'd recommend googling the term "resource guarding," as it sounds like that's what he's doing. There are plenty of ways to prevent this and train him not to do it anymore.

I'd suggest you buy a copy of that book and work on the skills in it with your dog. In the meantime, don't allow your new dog access to the items he puts a high value on. A dog is never too old to train! Good luck!

Get a hamper, with lid, or dresser for underwear. Also highly recommend saving up for obedience classes. It's well worth it and will break bad habits that were learned prior to your rescue.
