I want to use old phones not connected to the BT line to operate remote equipment. I need to decode the separate tones to drive diferent relays.

What a strange question, however stranger still I maybe able to help you. Whilst I do not have the website address now. If you were to type in GPO into your search engine, you will come up with the info you need.

you can buy what we call a "digit grabber", they aren't very cheap though. It will capture the DTMF tones.
