The other answers are good, also we train our dogs to have a certain spot to stay in while we are eating. If they approach the table looking for scraps, we tell them to "Go Lie Down" and they go to their spots.

Training them to do this takes a little work and a lot of affection for rewards, but it pays off in the end.

If you have someone in the family sneaking scraps or giving treats in the house, make sure they put the treats in the dog's bowl, that way they do not have the expectation that they will ever get food anywhere other than their bowl.

Puppies whine when they want something they are not getting, they grow out of it as long as it is not reinforced by giving them too much attention.

Even punishing a dog for whining may make them more prone to whining, as for some dogs, any attention (even punishment) is good attention.

Hi, my Pembroke Welsh Corgi did the same when he was 3 months old. He would jump and cry when we eat, even though we had just fed him. He used to finish his food fast and then look at us and cry. What we did was when he cried we just said 'NO' to him in a stern voice. He would immediately sit down and be quiet. Then we would ignore him (no eye contact). Each time he was about to cry and we would say NO. At the end of our dinner we would give him a treat if he was quiet at that time and praise him verbally. Slowly, the need of saying NO reduced and he would keep quiet as he knew he would get a treat and lots of praise at the end of our dinner. Then after a week we stopped giving treats but continued the praises and he realized that that's just how it works. Now he is a good little 6 month old puppy and he plays with his toys and does his own thing while we have our food. We also put out his toys so he would get distracted and play with them.

Make sure that the treat is something that you never give him otherwise. My puppy's favorite was frosted mini wheats, just 1 piece. He enjoyed the sweet and crunchy treat and would do anything for it.

Another thing is do not overfeed your puppy or keep his food bowl full all the time. Do not feed him treats and other food all the time. Give treats only while training and his regular food 2 or 3 times a day. Dog treats are very fattening and unhealthy. So I use either small pieces of hot dogs or mini wheats or boiled chicken cubes. Even rice or corn flake cereal can be used.

Is he an outside dog? If he is, you could put him outside before you prepare dinner, and bring him in after the dishes and scraps are cleared away. Another way to solve this is to make him meals at specific times a day so he will not whine because he knows food is coming.

He's not hungry ( you're feeding him the correct amount of food, right?) he's training you to give him more food. If he was ever given any table sraps at the table, he's trying his best to make that happen again. Crate him in another room when you are eating, and do not let him out of his crate if he is crying, whining, or barking.

Have you been feeding him table scraps? He probably cries because he wants human food. After awhile, he will learn that he won't get any and will stop crying. If you are feeding him table scraps, this is why he is crying, because in the end he always gets a treat, so he wants attention.

It is perfeclty normal for a puppy to be hungry they are growing. They need all of that food. If he is crying when you are eating the would be because he wants some of your food. lol.

Put him in another room so you don't have to listen. And tell whoever's feeding him from the table to stop it.

If he doesn't get rewarded for the behavior, he will give it up.
