Yes. It's short enough that she should not worry about wearing high heeled shoes. Ladies 5'10" and above would be considered tall.
If driving a car has you just looking over the steering wheel, probably short.
If operating an elevator and selecting the top floor is a stretch, probably short.
If reaching grocery items on the top shelf does not work, probably short.

I'm 5'4", and I feel short around some people and tall around others, so I guess that puts me right in the "average" category.

actually to me its not a st height unless u 4 ft im 5'0 and im da shortest around da boys. my mom is 5 2 so she shorter than 5 4 but taller than me. so it is 5 0 short for a guy

It's on the shorter side of average. Short and tall are relative terms, so it depends on what you're comparing to

Around 5'6'' is average. I think 5'4'' is a little short.
