"Format" menu, "Cells", "Text" (on the numbers tab) will cause the values to be treated as text.
or... type ' in front of the number to indicate that it IS text (not just treated as text). eg '43
or... use the text function eg =TEXT(43,0). (also makes the number text, not just treated as text)
There are differences in how Excel will treat the numbers depending on which of the above you do. Changing the format is easiest but you might need to use one of the other options if, for example, you are going to export the data and need to make sure that it will export as text.

If you want numbers to act like text you have to change the formatting of the cell to "text" hit Ctrl-1 to bring up the formatting window.
