Hell yes...keeps them from having to pay excise tax on it.
However...not sure how much of a discount you can get on a real popular car...they're usually not marked down very much.

Car Dealers are ALWAYS motivated to sell a car.
HOWEVER!!!! the 2007's just arrived, and they have a whole year to sell them, the manufacturer does not deliver a dealerships complete stock all at once so If it is a popular, in demand vehicle and there aren't many available yet they know they can get full list price for it. and will hold onto it. I worked in car sales and the dealers often trade or buy vehicles from other dealers. ( If dealer A had the truck that a customer at dealer B wanted, they would buy it from Dealer A) But if we had a hot car that was hard to find etc. we wouldn't trade. We knew the customer would have to buy it from us.
Dealers are motivated to sell off 2006 models at year end, they get factory rebates, and with new stock arriving (2007) they are anxious to sell them. You may be able to get a better deal by asking them to throw in a DVD system, floor mats etc.
But be prepared to pay list price.

Absolutely...dealers want to move cars, sure they want to get rid of their old inventory, but ultimately they want to sell the vehicle. check out Dodge's website or call a dealership to see what the current rebates are (they usually change monthly and/or quarterly)

Yes. Month end and year end are times to get better deals, because the accounting office wants as much activity in the period as possible.

"End of year" for cars is Aug. or Sept. New models come out in Nov.

There might be some tax or insurance incentives for them, but I doubt it. You can always try, though.

we are motivated all of the time, the end of the year, mid january, end january, beginning feb, mid feb, end feb, begin mar, mid mar, end mar, begin apr, mid apr, end apr, begin may, mid may, end may, begin june, mid june, end june, etc. i'm tire of typing.

We are always motivated to sell whatever you want to buy, it doesn't mean we'll give it away, but we're motivated to sell it.
