When I wipe my eye, a white substance comes out!!

If it was an infection, I would expect the discharge to be yellow or green. If it is white and jelly like / stringy, it is mucous. We have mucous secreting glands over the surface of the eye so that the tear film can float on top. These gland produce excessively when we get a foreign body in the eye, for example an eye lash or grit. It will be foggy if a string of mucous goes across the pupil.
We also get more mucous when we have an allergic reaction. We get associated itchiness too.

Could be an infection. If you have burning, itching and/or redness with it you better see a dr.
If you wear contact lenses they could be old or need to be cleaned real well.
