At that price, for a crowd, your best bet for red wines will be those from Australia; Little Penguin Cabernet is widely available at $8 or less. Silly name, good wine. Since it's New Years, I recommend champagne for the white. At your price point, stay away from French or American, and try instead Spanish Cava, such as Freixenet Carta Nevada (the clear bottle is better than the black bottle). If it says Brut on the label, it will be dry; almost anything else, including "Demi-Sec" or "Extra Brut," will be slightly sweet. Again, it is widley available, is in your price range and will please a crowd.

Unless you are American located in a state allowing retailer private labels that has licensed Trader Joe's stores, for which I would suggest (if you wish to save money and still have good tasting wines) TJ's' Charles Shaw ("Two Buck Chuck") chardonnay or sauvignon blanc for the white and J. W. Morris ("Three Buck Moe") zinfandel or merlot for the red, ahi_tuna_'s suggestion to pick from Austrailian is a good one. But for white still wine also. Save the sparkler for midnight, as the tradition.
As for ahi_tuna_'s remark about Freixenet Cava, the one to look for is the Brut Nature, by far the best. [However Carta Nevada is better (actually superb compared to almost all other sparklers generally available) for making champagne cocktails].
If you are Canadian in most provinces the only dependably decent tasting (for parties) wines at $8-$10 would be Austrailian and a few from South Africa, the south of France, and a couple or so from Spain.
If you are Austrailian, well, just enjoy your own. If a New Zealander (I just found out that New Zealanders also are out here on Yahoo Answers English although there is no NZ flag yet at the bottom of the page) likewise.

on sale at garyswine.com for $12.99
If you order 3 bottles of each then you will have no tax and about $13 in shipping, if you live on the west coast you might want to consider 2 day air which is $5 buck more or if you have a good wine store locating them around town, but I live in Upstate NY and work in NYC and can't beat their prices

Look for YellowTail. It's comes from South Eastern Australia and for the price $5.99 -7.99 a bottle.
Red- The Cabernet Sauvignon or the Merlot

I don't like wines that are priced under 20.00
Actually there are many wines that have good taste under 20s too but personally over 20s taste a lot better.
When you go from 30 - 40 bucks they are fairly nice.
I recommend wines from Italy because you will have less chance of failing with them.

Mark West pino noir is a fantastic red. You should be able to get a bottle for around 10-12$. Ravenwood Merlot or Cab is also good for that price.
