Men are pigs. Men fear commitment. Men are so immature.
Is that what you want me to say? How about this, why do girls say I'll call you tomorrow and don't. It's not a gender, it the human race. Some comments have become figures of speech.
If they don't call, call them. If they give you a negative sign. Move on. You're better than them.

Guys say this for the same reason that when you walk by a homeless person you say "sorry I have no money". Its not that you have moeny, but you wan't to give an answer to those pleading eyes that is final, even if it is a lie and it doesn't make you look bad. Imagine if guys said "I'm not interested, I don't think I want to see you again." You would feel aweful and th guy would have to watch some poor girl awkwardly let this soak in. Sometimes guys are just lazy, but usually they do this because our society tells us this is the best way to treat women... lie to them so they don't get all sappy on you.

Girls, why do you say "i'll call you tomorrow" or " i'll come over tomorrow," but then don't ?

There are unlucky men just as there are unlucky women.

It's just a way to end conversations other than just saying goodbye. It's not something written in stone, might be by or call in a couple days instead.

The answer to your question is quite simple. There are "boys" and there are "men". Boys do not care who they hurt, or what they say. There only objective is carnal, one of lust. Now men on the other, are kind, sensitive, and willing to make a woman feel secure and wanted!!!
I recomend you lose the boys, and get on with a real man!!!
