Let's say a soldier receives an order from someone in his NCO support channel who outranks him. Then let's say the soldier receives a contradictory order from someone who outranks him, but isn't even in his NCO support channel or chain of command. Should the soldier obey his NCO support channel or the most recent order? Why does "leadership" get away with messing with soldiers like this? Isn't the whole idea of the NCO support channel to make sure soldiers only have one boss?

As a general rule only people in your chain of command or NCO support channel are allowed to give you orders, however, all military personnel have "general military authority" over anybody they outrank. For instance, I can tell somebody not in my chain to fix thier hat if its crooked, but couldn't make them go get a vehicle and drive me somewhere (although if it were a legal order they would be obligated to obey and I would bear the burden to prove it was necessary). If there are contradictory orders, its up to the Soldier to inform the person giving him orders, what his current orders are and who gave them. The NCO support channel is very important and senior NCOs work hard to ensure Soldiers know who thier boss is and that they only have one boss. Great Question!

There could be exceptions to where the NCO outside of the chain of command would need to have his orders followed, however those would be exceptions and should be cleared up with your own NCO ASAP. If your NCO has a set of nads then he will take up the issue. If the offending NCO is a jarhead then just distract him by getting him around people from other services and he will forget about you while he tries to convince himself that he is better than all of them.

The contradictory order needs to be clarified before carrying out. Politely ask your supervisor to speak with the other order giver when in doubt.
