We just bought our 2 yr old niece several Leapfrog learning toys. They are all very cute, and educational.

I'd put it towards a really special holiday. I know you say this is answerers dodging the question, however at two years old they really don't have much interest in toys, or at least not for long. Toys won't last a life time, the memories a holiday will create (even if just through pictures for her) will. Toys get thrown out after not very long and what good were they? Put it towards something important. That's a lot of money to go wasting on a useless toy, she'd probably be more interested in the box anyway or she'd play with it for a few minutes then put it down and go right back to playing with something she shouldn't...

I have a 2-year-old and we got her a mini kitchen set. Also a Little Leaps gaming system. But books are always best for any age. You can never have too many books.

Winnie the pooh bedtime/bathtime set... it's not gender specific and kids that age love it.
Or get some kid dvds... elmo in grouchland, blues clues, dora the explorer, or anything disney.

I don't know why this has to do with hair....
for a 2-year-old, just get them a gender-appropriate toy! (not Barbie though...something age-appropriate, too that they won't choke on!)

If you can't give it away by now, just take it to a bus stop with a sign on it "Merry Christmas"
