Because the Greek Cypriots and the Turkish Cypriots cannot get along (because the Greeks cannot get along with the Turks). The Greek Cypriots are worried about Turkey taking over and the Turkish Cypriots are worried about Greece taking over.
Enter the UN, for whatever they are worth.

There's a conflict about Cyprus between Greece
and Turkey. It's pretty complicated and let's just
say Turkey holds the north and the southern part
is greek (Although Cyprus doesn't belong to Greece).
The border is patrolled by U.N. peace keeping forces
because Europe isn't considered to be independent
with Greece being a member of the Union and Turkey
not. Personally I'd favor a solution that's centered
around two heads, forceful acceleration and a bang.

To keep peace between the dividing two populations the greeks and the turks. while politically and technically they are divided..they seem to live in unison and peace-- due to their backers Greece and Turkey and the good will of their politicians --not to interfere in the current status quo.

Now there is a good reason for a nuke.I had a dump at their international airport once,right in the middle of the green line,I have no use for either side,and they gave me a medal....What a hole.....mind you its got to be better than afgan.
