I don't know, because its sure not helping. Instead of spending all that money, maybe they should put some extra soldiers on patrol. The roadside bombs are usually placed at the same place, on the same roads..you'd think the military would figure something out by now. Duh.

they have these machines with big ol chains with wieghts on the end of them that spins really fast and tears up the ground in front of it. it also uses the money to supply counter intelligence and incentives for information. Lots of ways to spend it, those are the easiest to spot though.
