Every time we change his diaper or he takes a bath he says pee wee and touches it. How should I handle this?

Just ignore it for a little while. Once he gets to be about two or three, you can start teaching him not to touch it in public (You're not likely to eliminate the behavior in private, and at that age it's not connected to any impure thoughts, so don't worry).

my 1 year old son is always doing that when change is nappy they all do it there just wondering what it is that s all

Teach him the word you want him to use, and let it go.
It's just a body-part.
