How can one tell if the girl is playing games or just not interested... I'm so confused.

if it feels like a game after a few weeks or so it doesn't matter. time to move on, regardless of whether she's playing games or not. if you're completely upfront and honest with her about the way that you feel, and you can't get a straight answer or get the runaround, I'd suggest you jump ship and find something else to get into.
there is no guaranteed way of knowing, you just have to go with your intuition, and if you feel that way, you need to figure out whether this not knowing is worth your time or whether or not you need to try elsewhere where everything is more certain
