I don't know if there is a maximum. It depends upon the person and how young they are when they start learning various languages - generally the younger the better - toddlers learn languages easily. I have known people who spoke seven languages fluently. Some people learn languages easily. Europeans tend to know more languages than North Americans. It's true that, after you have learned a second language, the third, fourth and other languages come easier, especially if the languages are related.
A person who can speak several languages is called a "polyglot". (Weird word, isn't it?) The most famous hyper-polyglot was probably Giuseppe Mezzofanti, a 19th century Italian Cardinal, who was reputed to speak 72 languages.
This link discusses the issue.

I've known a few people that are fluent in six or eight languages but unless they constantly use them all, they start to forget a few over time. I'm sure eight languages is not the record but more 'normal' people seem to max out around there.

This is actually an area of our brain that has a great deal of possibility. Most people never top 8 - 10. But it would be reasonable to know many more if you were in the position to use them regularly. Look up a researcher named Flynn who has recently published studies on IQ.

I think that 2 languages are the maximum. I think that a person who speaks over 2 languages might get confused and complicated but I do not think that it is impossible.

well learning so many languages would be alot to remember. but i think that there is no max. it all depends on how much the person wants to learn and how much they study, and how good they are at memorizing stuffs.
