A Fletcher. I found this out because where I live used to be called The Fletchers (word of mouth history) also a neighbour dug an ancient arrowhead up.

Although, technically that's the process of attaching the feathers to the shaft. I know because I make my own and have a fletching device to get the right angle of twist to the flights. (Field archery, not target shooting)
