I can't quote you the verse, but the corresponding verse that talks about an "issue of blood" was dealing with a woman's menstration (it was somewhere in the Old Testament in the writings of the laws of Moses). Exactly what the woman who touched Jesus' robe had as a menstration problem for 12 years, nobody knows and I think frankly that it'd be too much information lol.
It's possible she hadn't had a period in 12 years, it's possible her periods were awful and she bled profusely, but again, we don't know because that was not the important part.

The expression "running discharge" sometimes applied to a woman's regular, normal menstrual flow. (Le 15:19-24) Yet it was also used to designate a diseased, extended, and thus abnormal, flow of blood. (Le 15:25-30) In the latter sense, it applied to the chronic "flow of blood" from which one woman suffered for 12 years before Jesus Christ cured her.
So evidently this poor woman had an abnormal flow of blood from her private area.
As you wrote, for 12 long years, this woman has suffered from this. She has been to one doctor after another, spending all her money on treatments. But she has not been helped, rather, her problem had become worse.
Besides weakening her very much, her ailment is also embarrassing and humiliating. One generally does not speak publicly about such an affliction. Also, under the Mosaic Law at the time, a running discharge of blood makes a woman unclean, and anyone touching her or her blood-stained garments is required to wash and be unclean until the evening.
The woman had heard of Jesus' miracles and went looking for him. She makes her way through the crowd as unnoticable as possible, saying to herself: "If I touch just his outer garments I shall get well." When she does so, immediately she senses that her flow of blood has dried up!
"Who was it that touched me?" Jesus immediately said.
'Instructor,' Peter protests, 'the crowds are hemming you in and closely pressing you, and do you say, "Who touched me?"'
Looking around for the woman, Jesus explains: "Someone touched me, for I perceived that power went out of me."
The woman comes and falls down before Jesus, frightened and trembling. In front of all the people, she tells the whole truth about her illness and how she has just now been cured.
Moved by her full confession, Jesus compassionately comforts her: "Daughter, your faith has made you well. Go in peace, and be in good health from your grievous sickness."

It probably was not an issue with her blood. Medical practicioners during those times would often make a person bleed in an attempt to cure them of disease. They believed that all ailments lied in the blood.

She stored saying ,"If I yet touch the hem of His garment,i would be healed." Jesus mentioned to her," Be of sturdy cheer,daughter,your faith has made you properly." Matthew 9:20-22. with the aid of customs of the day, this lady became meant to be remoted,from society,even from her relatives,each thing that she touched became seen to be "unclean". Had she no longer touched Jesus,he does no longer have been able to flow in and touch the ineffective female (v.23-26) As a rabbi,He became no longer approved to touch the ineffective. it is likewise exciting to be conscious that she touched between the knots on the perimeter of Jesus' prayer scarf. thank you for this question. The scripture doesn't say so it could be anything.. the point is that she lost lots of blood. I have even heard a symbolic version of this verse
