Someone else asked the question of where you got him and if litter trained. Some rescues/shelters may use shredded paper for litter in the cages. And cats do like paper, bags, etc to play around on.
A new addition of any animal takes a "settling in period". Cats are funny about their surroundings, including litter box. If he knows for sure what box is for.
I rescued a handsome tom from the neighborhood. The cheap idiots that had him did not even try to do right. He was using a pile of clothes detergent tht had dumped as his litter!! And they got upset?? Couldn't afford a box/litter!
Yes, toms do mark. But peeing is diff. I trust yur female is fixed and you plan to neuter the male!!! Otherwise, let them get aquainted on their own terms and they will. She will probably set the ground rules for him. She may not allow him to use her litter box or may. No set rules on that. All my girls share here. And they did set the rules for the tom!
Give it time. If prior living situation is not known for the tom then he may take awhile to settle in. Try some shredded newspaper along with the litter in box, just in case. And Patience!

Cats are very particular about their cat litter. Try getting a couple more litter pans with different types of litter in them. You also might want to try a different style of litter pan (something covered). Has he been using the litter box since you got him?
My kittens love to go pee on those plastic bags that we carry groceries home in or on my bean bag chair (may it rest in peace). I think they just like the crinkling sound it makes.
If the new litter thing doesn't work out I would take him to the vet to have his urine checked. Maybe he has a UTI and needs some meds. Have you gotten the little guy neutered yet? If not, he is going to keep going on weird stuff until his territory is sufficiently marked. Is your female spayed? Better get her done asap.
You'll just have to be patient with the little guy until he gets used to the new addition to your family. And try not leaving those wonderful piles of crinkly paper out for him to potty on! :)

If he is male and he will need to be fix because sometime they can spray as mark because there other cat around but if you want to get female cat pregnant then I would keep your male cat in one room without paper or anything on the floor or on table and leave litter box in. Then it should work but if it don't work then try to change the litter brand. If it don't work then try to put paper in litter that he just pee in then make him sit in litter box and make him smell the paper that has pee then tell him pee in litter. You can try to think of creative idea whatever that will work for you.

Something to try. If he likes going on paper, set some paper on top of the litter in the box. He's new to your home which is stressing and then being put into a room alone is also stressing. He knows there's another cat in the house it's going to take some time for him to settle down. He's going to marking his spot until you get him netured. good luck

One possibility that I haven't seen anyone mention yet -- where'd you get the cat, how old is it, is it possible that he simply isn't litter trained?
If you know the previous owners well enough to trust their answer, just ask them. If you got it from a shelter or pet store, it's entirely possible that he doesn't know what the litter is for, and will need to be trained.
On a side note, be sure to use pet urine cleaner to fix mistakes. Any household cleanser with ammonia in it smells (to a cat) like pee and they'll go there again thinking it's what you want.

Male cats spray to mark territory. Get him neutered and he should stop within a few months (it can actually take that long for all the extra testosterone to clear their systems).
Also, make sure to clean up the spot really good with a product designed for pet urine, because once the smell is in the carpet, they will continue to go on that spot.

Cats in general love anything that makes a crunchy noise when stepped on, like newspaper and wrapping paper. My cat would rather sleep on a newspaper than her comfy cat bed.

They will spray their territory, but i have a female cat, and she LOVES any kind of paper! She will roll on it and just love on it! If the cat is new to its surroundings, it may take you a couple of times out of your day to re-show the cat where it's cat box is!

it extremely is the two there is cat pee or it extremely is in simple terms the cat.Cos each time our cats leap into the engine for warmth and day after today we turn on the air con interior the vehicle,it starts off smelling like cat pee even though it isnt,it extremely is in simple terms the scent of cats.
