Because it has become apparent that the military cuts made by Clinton left us with a military that is too small.
Now that the supporting infrastructure has been repaired (Clinton left us with an ammunition industry that could not supply enough bullets for a war as small as the one in Iraq) he can look at beefing up the force.

Because he's not, none of us are satisfied with the way things are going in Iraq. Though, I know our troops are winning, it's not happening fast enough, or effectively enough. This is Presiden Bush's new plan, or part of anyway. I'm glad for the extra troops. I've always thought we needed more.
